Hrant Eric Kouyoumdjian, Ph.D., is the Principal and lead consultant for Health Care Management Consulting, offering over 25 years of health care experience in California. Prior to his consulting, Dr. Kouyoumdjian was the Vice President for Managed Care at Sutter Health’s Corporate Office in Sacramento, California. He was responsible for developing corporate systems integration, business alignments with payers for enhanced revenues, market share and niche products, as well as implementing and negotiating Sutter Health's managed care strategy for 17 hospitals and 7 medical groups for a combined total of over 1200 contracts generating over $700 million revenues. He also led the charge for developing and implementing template software for tracking and negotiating on real time basis contracts on a systemwide basis.

Before joining Sutter Health, Dr. Kouyoumdjian was the lead negotiator for the California Medical Assistance Commission (CMAC) in implementing the Geographic Managed Care Pilot Program in Sacramento, and Senior Hospital Negotiator for inpatient Medi-Cal contracts statewide, a gubernatorial appointment. Prior to this appointment, he was the first Coordinator for Policy Analysis and Program Evaluation for the State of California, Department of Health Services, a gubernatorial appointment, as well as a Legislative Advocate for the Department; both positions in the Office of External Affairs and Legislative Liaison. He represented the State of California as a Trainer in Intergovernmental Affairs, Taxation and Budgeting seminar sponsored by the Council of State Governments and the American University of Armenia, a month long educational program in The Republic of Armenia, funded by the United States Information Agency. Dr. Kouyoumdjian provided training on competitive market models and intergovernmental responsibilities in a democratic system of government.

For two decades, Dr. Kouyoumdjian has taught undergraduate and graduate courses on competitive analyses, the art of negotiation, health care economics, and health care strategic decision making as an adjunct professor at California State University - Sacramento; St. Mary’s College of California – Moraga; National University - Sacramento, and previously as a graduate teaching assistant at the University of Michigan. He currently offers such presentations to clients.

Dr. Kouyoumdjian holds a Ph.D. in Medical Care Organization with cognates in Health Economics and Political Science, and Master of Arts in Applied Economics, both from The Rackham Graduate School, The University of Michigan; Post Master's Graduate Certificate in Health Care Administration from The George Washington University in Washington, DC; and Master in Public Health with cognate in Hospital Administration from the American University of Beirut.
